Civil Aviation Rules and Fog-Related Flight Operations: Government’s Initiatives and Compliance Measures

The Union Minister of Civil Aviation and Steel, Shri Jyotiraditya M. Scindia, addressed the Rajya Sabha, emphasizing the Civil Aviation Rules (CAR) dictating airline responsibilities. If a flight is canceled 1-2 hours before departure, the airline must promptly arrange an alternative connecting flight. In case of delays exceeding 5-6 hours, airlines are obliged to offer accommodations, refunds, and the next available flight. Any violations reported to the Ministry of Civil Aviation prompt immediate action against the defaulter, as outlined in the CAR.

Additionally, steps to mitigate fog-related flight disruptions were highlighted. The Ministry, through the Directorate General of Civil Aviation (DGCA), engages with stakeholders before the fog period each year to ensure preparedness. Measures include special audits of navigation facilities, securing critical areas at airports, and directing airlines to adjust flight schedules and crew allocations. Over the past two years, increased inspections and audits have improved airport facilities and air navigation services, reducing flight cancellations from 0.09% to 0.05% despite a 20% increase in flights during 2022-2023.

To enhance readiness for fog conditions:

  1. Regular surveillance of facilities for compliance with regulations.
  2. Audits of fog-affected airports to ensure seamless air navigation services.
  3. Directives to airlines regarding aircraft compliance, crew qualifications, passenger handling during delays, and positioning of maintenance personnel at diversion airports.
  4. Government oversight and reviews before the onset of fog aim to ensure preparedness and adherence to guidelines.
