AICTE Unveils Revolutionary Changes in Approval Process Handbook 2024-2027 to Revolutionize Technical and Management Education

In a momentous event at the PIB Conference Hall, Shastri Bhawan, New Delhi, Chairman of the All India Council for Technical Education (AICTE), Prof. T.G. Sitharam, Vice Chairman Dr. Abhay Jere, and Member Secretary Prof. Rajive Kumar launched the much-awaited AICTE Approval Process Handbook for the Academic Year 2024-2027. The event was graced by Smt. Shamima Siddiqui, Additional Director General of the Press Information Bureau, who delivered introductory remarks.

Prof. Sitharam, in his address to the media, unveiled the comprehensive Approval Process Handbook (APH), meticulously designed for the forthcoming three years. This handbook delineates the procedures and guidelines for institutions seeking AICTE approval to conduct technical and management programs.

Highlighting the crucial amendments and provisions incorporated this year, Prof. Sitharam emphasized the handbook’s central focus on enhancing education quality, streamlining procedures for simplicity, and fostering transparency in implementation.

A significant departure from the norm was witnessed as AICTE, for the first time, shared the draft of the new APH in the public domain. Seeking opinions and feedback from a diverse range of stakeholders and experts resulted in the evaluation of over 600 suggestions and comments. An expert committee meticulously reviewed these submissions, and numerous suggestions were integrated into the final draft of the handbook.

The key changes introduced in the APH for the academic years 2024-2027 include various noteworthy provisions:

  • Extension of Approval for up to 3 years for well-performing institutions.
  • Relaxed upper limits on intake for courses offered by established institutions, contingent on showcasing quality infrastructure and qualified faculty.
  • Reduced compliance requirements concerning land documents and NOCs from affiliating authorities.
  • Introduction of off-campus provisions for established institutions within the jurisdiction of affiliating universities.
  • Inclusion of undergraduate programs in Computer Applications (e.g., BCA) and Management (e.g., BBA/BMS) under the purview of AICTE.
  • Provision for working professionals to upgrade qualifications/skills through flexible academic programs.
  • Hibernation provision for institutions aiming to upgrade or renovate facilities.
  • Enhanced clarity on the approval process for Open and Distance Learning (ODL)/Online Learning (OL).
  • Default approval for skilling via vocational courses for all AICTE-approved institutions.
  • Revised penal action clauses for violations applicable to AICTE-approved institutions/universities.
  • Emphasis on innovation through the INDOVATION program and the establishment of the Institution’s Innovation Council (IIC) on campuses.

The introduction of AICTE approval for BCA, BBA/BMS courses aims to enhance quality through model curricula, eligibility for scholarship schemes, faculty development programs, research funding, student-centric activities, access to technical resources, and placement opportunities.

AICTE reiterates its commitment to fostering holistic, inclusive, and accessible education in India, envisioning the nation as a technical hub by 2047. It stands as a mentor, facilitator, and enabler, dedicated to meeting the diverse needs of its stakeholders.
