Sagar Parikrama, a remarkable journey that symbolizes unity among India’s fishing communities and stakeholders, is set to embark on its Phase VIII expedition. Led by Union Minister Shri Parshottam Rupala and accompanied by Minister of State Dr. L. Murugan, this phase of Sagar Parikrama commenced from Vizhinjam, Kerala, on August 31, 2023. The mission is to explore and understand the challenges and issues faced by the fishing communities along India’s eastern coastline.
The Evolution of Sagar Parikrama
The Sagar Parikrama project is a testament to India’s rich coastal heritage and the dedication of its fishing communities. The first part of this remarkable journey, known as Sagar Parikrama – Phase I, set sail from Mandvi, Gujarat, on March 5, 2022. The arduous journey covered key areas along the west coast of India and concluded on June 12, 2023, at Vizhinjam, Kerala, marking the end of Sagar Parikrama – Phase VII.
The second phase of Sagar Parikrama, Sagar Parikrama – Phase VIII, now aims to traverse the eastern coast of India. This initiative showcases the Government’s commitment to understanding the challenges faced by the fishing communities and improving their quality of life.
Exploring the Coastal Treasures of Tamil Nadu
The first day of Sagar Parikrama – Phase VIII, which commenced on August 31, 2023, was dedicated to exploring the coastal areas of Kannyakumari, Tamil Nadu. The team interacted with beneficiaries in fishing harbors at Thoothoor, Colachel, and Muttom, as well as in fishing villages like Thoothoor, Vallavilai, Kurumpanai, and Vanayakudi.
The second day was marked by discussions with beneficiaries from fishing villages in districts of Tirunelveli and Thoothukudi. This included interactions in Uvari, Periathalai, and Veerapandiyan Pattinam. Additionally, visits were made to Thoothukudi, Tharuvaikulam, and Mookaiyur fishing harbors in the districts of Thoothukudi and Ramanathapuram.
A Journey of Insights and Progress
On the third day, the journey led the team to Rameswaram fishing jetty in the Ramanathapuram district. This day was characterized by demonstrations of fishing methods, fish handling, and interactions with fishermen and the local population. Union Minister Shri Parshottam Rupala reviewed the improvements and renovations to the boat jetty. He also engaged in discussions on research and preparations, fieldwork, and fish handling with fishermen and fish farmers.
Bridging the Gap Between Policymakers and the Grassroots
During the interactions, Shri Rupala emphasized the importance of engaging with grassroots-level stakeholders. Such interactions offer invaluable insights into the practices and dynamics of the fishing industry. They serve as a bridge between policymakers and the people directly affected by sectoral dynamics and policies.
Supporting Seaweed Cultivation and Fisheries Initiatives
One of the notable highlights of this expedition was the foundation stone-laying ceremony of the Multipurpose Seaweed Park at Valamavur in the Ramanathapuram district. The park, a significant step toward promoting seaweed cultivation, holds a total investment of Rs. 127.7 crore. This initiative is expected to benefit 136 coastal villages in six districts of Tamil Nadu. Seaweed farming is considered a viable livelihood option, and the Pradhan Mantri Matsya Sampada Yojana (PMMSY) aims to drive this agenda.
Empowering Fisherwomen and the Fishing Community
The Sagar Parikrama expedition also provided an opportunity to engage with fisherwomen involved in seaweed cultivation. They shared their experiences, challenges, and aspirations regarding seaweed cultivation. The Union Minister received a representation in Gujarati, symbolizing the diverse linguistic and cultural tapestry of India.
The fishermen and fish farmers’ requests included making seaweed seeds available and providing relevant subsidies. Shri Rupala assured them of looking into these matters and providing assistance to small fishermen with motorized fishing boats by offering fuel on credit.
Harnessing the Power of Fisheries and Agriculture
The Ministry of Fisheries, Animal Husbandry & Dairying, through PMMSY and Kisan Credit Cards, is fostering growth in the fisheries sector. The distribution of 374 Kisan Credit Cards in Ramanathapuram district alone demonstrates the government’s commitment to supporting fishermen, fish farmers, and other stakeholders.
Towards a Brighter Future for India’s Fishing Community
As Sagar Parikrama – Phase VIII drew to a close, it was evident that the expedition had facilitated impactful interactions, meaningful discussions, and a shared vision for the future. It marked a journey of hope and progress, aimed at improving the livelihoods of the fishing communities along India’s eastern coast. The initiative signifies the Government’s dedication to resolving the challenges faced by these communities and fostering growth in the fisheries sector.
With the foundation stone laid for the Multipurpose Seaweed Park, seaweed cultivation and related activities are set to flourish, thereby benefiting coastal villages and strengthening the marine economy. As the expedition concluded, it was evident that Sagar Parikrama Phase VIII had sown the seeds of progress, unity, and empowerment among India’s fishing communities.
